David R. Jones
President and Chief Executive Officer

David R. Jones is President and Chief Executive Officer of the Community Service Society of New York (CSS), a nonpartisan, not-for-profit organization that promotes economic advancement and full civic participation for low-income New Yorkers.

Mr. Jones, an outspoken advocate for low-income New Yorkers, writes bi-weekly newspaper columns in the New York Amsterdam News and El Diario/La Prensa and a weekly blog on the Huffington Post website that serve to educate the public and government officials on issues of importance to minority and poor communities.

Steven L. Krause
Executive Vice President and Chief Operating Officer

Steven L. Krause has been the Chief Operating Officer of the Community Service Society since 1986. Before coming to CSS, Mr. Krause served as Deputy Executive Director of the New York City Youth Bureau. As Deputy Executive Director he was responsible for administration of the Finance and Management program operations, program planning, Management Information Services, and Intergovernmental Relations. Juan Cartagena
General Counsel & Vice President for Advocacy

Juan Cartagena has been a member of the CSS senior management team since 1991, identifying opportunities to advance the CSS agenda through litigation and legal intervention strategies in all substantive areas of CSS’s policy, direct service, and community organizing work. A constitutional and civil rights lawyer, at CSS Mr. Cartagena continues to manage a public interest litigation staff while engaging in policy analysis and advocacy and supervising a staff of policy experts who conduct strategic research, polling, and policy analysis on issues including economic security, workforce development, affordable housing, youth policy, and mass imprisonment and prisoner reentry issues. Mr. Cartagena has been published over a dozen times in books or scholarly journals where he has contributed chapters and articles on policy and civil rights issues affecting primarily Puerto Rican and Latino residents of the United States and over 25 times in newspapers and similar media on numerous matters affecting the civil right of Latinos and African Americans. Mr. Cartagena testified before the U.S. Senate in May 2006 and before the U.S. House of Representatives in November 2005 in support of the Voting Rights Act extensions that eventually became law in 2006 and were upheld by the U.S. Supreme Court in 2009. Mr. Cartagena has received numerous governmental appointments from the governors and courts of New York and New Jersey to boards and task forces on substantive issues affecting poor and marginalized communities on matters ranging from juvenile justice, immigrant policy, minority concerns in the courts, voting rights and electoral participation, and human relations. Robin F. Willig
Vice President for External Affairs

Robin F. Willig joined the Community Service Society in September 2004 as Vice President for External Affairs. In that role, she oversees fundraising, communications, and Board relations for the organization.

Jeffrey F. Rizzo
Vice President and Chief Financial Officer

Jeffrey F. Rizzo joined the Community Service Society (CSS) in June 2004 as Chief Financial Officer. His overall responsibilities include management of all finance and accounting activities for CSS, including payroll; budget preparation and monitoring; long-range financial planning; management of daily cash flow; bank relations with depository and custodian banks; monitoring the performance of and maintaining contact with CSS's investment advisors and external auditors; and working with the Investment, Finance, Audit and Strategic Planning Committees of the Board of Trustees. Alina Molina

Vice President, Program Services


Alina Molina is currently Vice President, Program Services, at CSS. She oversees all of the direct services of the organization, including the Voluntary Initiatives – the Retired & Senior Volunteer Program (RSVP) and Experience Corps – the Center for Benefits & Services, the Medicaid Choice Education Project, and the Center for Program Demonstration and Innovation – Workforce Advocacy Support Initiative (WASI Project).

RSVP is a nationally-acclaimed program that enlists older adults and retirees to serve as volunteers in their communities. It is the largest older adult volunteer program in the nation with more than 7,000 volunteers who contribute one and a half million hours of service annually working in 600 organizations throughout the five boroughs of New York City. Elisabeth R. Benjamin
Vice President of Health Initiatives

Elisabeth Benjamin is the Vice President of Health Initiatives at the Community Service Society, where she supervises health policy, the Manage Care Consumer Assistance Program (MCCAP), and the Medicaid Choice Education Project (MCEP). MCCAP and MCEP provide consumer assistance, navigational support, health education and outreach to consumers through a network of community-based organizations throughout all five boroughs of New York City. Ms. Benjamin was the author of the feasibility study for MCCAP. She is also a leader of the New York State Health Care for All Campaign (HCFANY), a statewide coalition of more than 80 organizations devoted to securing affordable, quality health care for all New Yorkers (HCFANY blog and website can be viewed at: www.hcfany.org).
